Sioux Falls — the largest city
Sioux Falls requires all dogs and cats four months and older to be licensed. The Sioux Falls Animal Control division administers the program through the Sioux Falls Area Humane Society. Fees: $15/year for altered pets, $30/year for unaltered. Multi-year licenses are available. Proof of rabies vaccination is required at licensing. Rapid City
Rapid City requires dog licensing under Rapid City Municipal Code Title 6. The Humane Society of the Black Hills partners with the city on animal services. Fees are comparable to Sioux Falls. Rapid City's location near the Black Hills means wildlife-pet interaction is common — coyotes, mountain lions, and porcupines are regular hazards for outdoor pets. Aberdeen, Brookings, and other cities
Most South Dakota cities with a population over 10,000 require some form of dog licensing. Aberdeen (Brown County), Brookings (home of South Dakota State University), Watertown, and Mitchell all have animal control ordinances that include licensing. Tribal lands
South Dakota is home to nine federally recognized tribes, and tribal lands cover a significant portion of the state. Tribal governments may have their own animal control policies separate from state and municipal law. Rural South Dakota
Outside of cities, there is generally no pet licensing requirement. However, the statewide rabies vaccination law applies everywhere, and county animal control officers can enforce vaccination compliance. Farm and ranch dogs in western South Dakota are at particular risk from skunk rabies — vaccination is both legally required and practically critical.
